How to enroll a child in kindergarten through the MFC


The right of a child of preschool age to attend a kindergarten is guaranteed by law. However, in the early 2000s, long queues for kindergartens were a huge problem. To enroll a child in kindergarten, the following documents are required:

  • passport of one of the parents (legal representative) of the child, or a guardian, or a power of attorney of a person acting on their behalf;
  • birth certificate of the child (optional);
  • certificate of registration of the child at the place of residence or certificate of registration at the place of stay (optional);
  • document confirming the right to benefits (if necessary).

Admission to kindergarten is carried out at the personal request of the parent (legal representative) of the child.

The application contains the following information:

  1. surname, name, patronymic (the last — if any) of the child;
  2. date of birth of the child;
  3. details of the child’s birth certificate;
  4. surnames, first names, patronymics (last — if any) of the parents (legal representatives) of the child;
  5. address of the place of residence (place of stay, place of actual residence) of the child;
  6. details of the identity document of the parent (legal representative) of the child;
  7. e-mail address, contact phone numbers of the parents (legal representatives) of the child;
  8. on the choice of the language of education, the native language from among the languages ​​of the peoples of the Russian Federation, including the Russian language as a native language;
  9. on the need to educate a child under a special program or a disabled child under a rehabilitation program for a disabled child;
  10. about the orientation of the preschool group;
  11. about the necessary mode of stay of the child;
  12. about the desired date of admission to training.

Additionally, the following documents may be required:

  1. a document confirming the establishment of guardianship;
  2. document of the psychological-medical-pedagogical commission;
  3. a document confirming the need for training in a health-improving group;
  4. Parents-foreign citizens present documents confirming the legality of the representation of the rights of the child, as well as a document confirming the applicant’s right to stay in the Russian Federation (with translation into Russian).

It is not allowed to require other documents for the admission of children to kindergartens.

After enrolling in a kindergarten, a personal file is opened for each child, in which all submitted documents are stored.

At the MFC, you need to take a ticket for an electronic queue. The name of the service sounds like «Acceptance of applications, registration and enrollment of children in educational institutions that implement the main general educational program of preschool education (kindergartens)».

The coupon can be obtained directly at the terminal in the MFC premises by calling the MFC by phone, in some MFCs it is possible to make an appointment through the website.
